How to treat Balanitis and Phimosis

My 5 year old son was prescribed a topical ointment with steroid and antibiotic for balanitis but I can't reach the infected area due to phimosis. Another Dr. suggested to apply Canesten, inserting through the foreskin (much like putting toothpaste back into the tube). I have been doing this for three days with very minute improvement. What is your suggestion?
