Hearing retest after failing in the right ear due to fluid

My son was born 8 weeks premature due to a blood disorder. He is now 15 months old, and now going through Early Intervention services because of a 40% delay in communication, a 25% delay in motor skills and another 25% delay in self-help skills. In November of 2010 at 12 months of age he failed a hearing test in his right ear due to fluid behind his ear. He has never had an ear infection and he is scheduled to be retested this month, I was wanting to know what to expect if the fluid is still present and also could the fluid build-up be a concern for his speech delay?
