childrens speech

I have a 3 and a half year old son who has immature speech and dribbles quite a lot, he is very bright and understands communication very well and learns quickly but his speech is still unclear for other people to understand, could he be tongue tied?. My family has a history of tonsilitus (sorry about the spelling) could this be linked?. Would love some suggestions. Thank you and kind regards. Victoria
